Lojban was carefully constructed, with specific intents. Usage defines the language, but any change should not break up those fundamental intents.

•“Priority” is indicative and is only meaningful if something may affect negatively one aspect. For instance, if a change would add “more logic” to the language but also makes it less easy to read, then there will be a high chance for it to be either rejected, modified, or adapted.
•“[Unreachable]” marks intents which are to be considered as “guiding principles”, but may never be completed.
